Eastern European Time was the country's time before the autumn of 1940. Incorporation into the Soviet Union brought Moscow Time, an hour further ahead, and Soviet summer time from 1981. Moscow Time ended on 26 March 1989, when Estonia returned to Eastern European Time. Summer time was then dropped for 2000 and 2001 and came back in 2002; the clocks have changed twice a year since, on the dates now set by European Union rules.
The European Parliament voted on 26 March 2019 for a directive that would end seasonal clock changes, leaving each member state to settle permanently on summer or winter time. The directive needs the approval of the Council of the European Union, and as of March 2026 that approval had not been given, so Estonia still moves its clocks in March and October.

Questions about the time in Estonia
What time zone is Estonia in?
Two hours ahead of UTC through the winter on Eastern European Time, and three hours ahead on Eastern European Summer Time from late March to late October. The time zone database calls it Europe/Tallinn. Estonia has a single zone, so every clock in the country shows what a clock in Tallinn shows.
When do the clocks change in Estonia in 2026?
On Sunday 29 March 2026 the clocks in Tallinn jumped from 03:00 to 04:00. They fall back on Sunday 25 October, from 04:00 to 03:00. On the wall clock that is an hour later than in central Europe, yet it is the same instant, 01:00 UTC, in every member state of the European Union. The 2027 changes come on 28 March and 31 October.
Is Estonia on the same time as Moscow?
Only in summer. Russia left clock changes behind in October 2014 and keeps Moscow at UTC+3 all year, which is where Estonia sits from late March to late October. When Estonia turns its clocks back to UTC+2, Moscow is an hour ahead until spring.
Did Estonia use Moscow time?
Yes. Eastern European Time was used until the autumn of 1940; after the country was incorporated into the Soviet Union, Moscow Time was imposed. Soviet summer time was added in 1981, putting clocks four hours ahead of UTC in summer. Moscow Time was used until 26 March 1989, when Estonia went back to Eastern European Time and to UTC+2 in winter.
Has Estonia ever gone without summer time?
Yes, most recently in 2000 and 2001, when the clocks stayed at UTC+2 through both summers. Clock changes resumed in 2002 and have run every spring and autumn since. From 1922 to 1939, and again from 1945 to 1980, there was no seasonal change either: the time zone database shows a single offset for each of those runs of years.
Do Finland and Latvia share Estonia's time?
Yes, both of them. Finland and Latvia keep UTC+2 in winter and UTC+3 in summer and change their clocks on the same nights as Estonia, so a clock in Tallinn agrees with one in Helsinki or Riga all year round. Lithuania is on the same time as well.
Will Estonia stop changing the clocks?
Not while the European Union's rule stands. A directive to end seasonal changes passed the European Parliament on 26 March 2019 and has been stuck in the Council of the European Union since; as of March 2026 it had not been approved. Without it, every member state still changes on the same two Sundays, and Estonia with them.
What is the time difference between Estonia and London?
