Ukraine keeps Kyiv time (Київський час), which is Eastern European Time: two hours ahead of UTC in winter, three hours from the last Sunday in March to the last Sunday in October. The country spans about 1.2 hours of longitude, from Zakarpattia in the west to Luhansk Oblast in the east, yet all of it officially keeps the one zone. Crimea has kept Moscow time since 2014, and so do the areas of the east under Russian occupation.

Kyiv kept its own mean time, UTC+2:02, until 1924, and from 1930 its clocks ran on UTC+3, with no seasonal change for most of the following half century. Summer time arrived in 1981 as Moscow summer time, UTC+4, and since 1991 the country has kept Eastern European Time with a summer hour, the rule it follows today. Parliament has tried three times to stop the change. On 20 September 2011 it chose to stay on summer time for good, then reversed itself on 18 October, weeks before the clocks went back. Bill No. 4201, for standard time all year, passed its first reading on 3 March 2021 and fell at the second on 19 March, with 212 of the 226 votes it needed. The same bill passed on 16 July 2024, which would have made 27 October 2024 the last change, but it was not signed into law.

Common questions
Questions about the time in Ukraine
What time zone is Ukraine in?
Eastern European Time, UTC+2, in winter and Eastern European Summer Time, UTC+3, from the last Sunday in March. Locally it is called Kyiv time. The time zone database lists it as Europe/Kyiv, and one clock covers the whole territory Ukraine controls, although a sliver of Zakarpattia lies geographically in the Central European zone and Luhansk Oblast in the zone further east.
When do the clocks change in Ukraine in 2026?
Clocks went forward on Sunday 29 March 2026, from 03:00 to 04:00, and go back on Sunday 25 October, from 04:00 to 03:00. Both changes happen at 01:00 UTC, the same instant as in the European Union, so the gap between Kyiv and any EU capital stays the same through each change. In 2027 the dates are 28 March and 31 October.
Did Ukraine abolish daylight saving time?
Parliament voted to, on 16 July 2024. Bill No. 4201 would have kept standard time, UTC+2, all year, with a last change on 27 October 2024. It was not signed into law, so summer time stayed, and the clocks went forward again on 29 March 2026. The bill had already failed once, falling at its second reading on 19 March 2021.
Is Kyiv on the same time as Moscow?
Only in summer. Moscow keeps UTC+3 all year without a seasonal change, which is the offset Kyiv reaches on its summer hour. From the last Sunday in October to the last Sunday in March, Kyiv is one hour behind. Ukrainian clocks ran on UTC+3 for most of the years from 1930 to 1990, and in 2011 parliament briefly voted to stay on UTC+3, then cancelled the plan within a month.
What time is it in Crimea?
Moscow time. Crimea moved from Eastern European Time to Moscow time on 29 March 2014, after Russia took control of the peninsula, and the self-proclaimed Donetsk and Luhansk people's republics followed on 26 October 2014. The areas under Russian occupation keep UTC+3 all year. In summer that matches Kyiv; in winter they are an hour ahead of the rest of the country. The time zone database gives Crimea its own entry, Europe/Simferopol.
Why did Ukraine vote to stay on summer time in 2011?
On 20 September 2011 the Verkhovna Rada voted not to return from summer time to standard time, which would have left Ukraine on UTC+3 all year alongside Belarus and western Russia. The decision lasted four weeks. On 18 October 2011 parliament cancelled it, with 295 of the 349 registered deputies voting in favour, and the clocks went back as usual at the end of the month.
What time does the Ukrainian station in Antarctica keep?
Vernadsky Research Base, the Ukrainian station in Antarctica, lies in the Atlantic time zone and keeps UTC−4. That puts its clocks six hours behind Kyiv in winter and seven in summer, when Kyiv moves to UTC+3. The rest of the territory Kyiv controls keeps the one Kyiv time.
