Clock changes
Russia does not change its clocks
A decree of the Provisional Government first put the clocks forward on 1 July 1917, and the Soviet government moved them back on 28 December the same year. From 21 June 1930 decree time kept clocks across the Soviet Union an hour ahead of their zones all year. Seasonal changes came back on 1 April 1981, on the European dates but at 02:00 local time in every zone, and outlived the Soviet Union. Clocks went forward on 27 March 2011 and were never put back, leaving Moscow on UTC+4 for three winters, until 26 October 2014 returned it to UTC+3 for good.

Questions about the time in Russia
What time zone is Moscow in?
Moscow Time, UTC+3, in every month of the year. Russia dropped seasonal clock changes in 2014, so there is no summer offset and no date on which the clocks move. The time zone database lists the capital as Europe/Moscow, and the other zones are usually given as offsets from it, MSK+1 to MSK+9, with Kaliningrad at MSK−1.
How many time zones does Russia have?
Eleven, running from UTC+2 in Kaliningrad Oblast, on the Baltic, to UTC+12 in Kamchatka Krai and Chukotka. When it is noon in Kaliningrad it is 22:00 in Kamchatka. Moscow Time is the most populous by far: about 63% of the population lives on it. The time zone database splits the country more finely, into 27 entries, because regions that share an offset today have not always shared it.
Does Russia change its clocks?
No. The last change was on 26 October 2014, when almost the whole country put its clocks back an hour and did not move them forward again the next spring. Moscow has kept UTC+3 since. Between 1981 and 2011 Russia changed on the same weekends as the rest of Europe, at 02:00 local time in each zone.
Why did Russia stay on summer time from 2011 to 2014?
A reform announced on 8 February 2011 ended the twice-yearly change by keeping the clocks on summer time permanently, which put Moscow on UTC+4 all year. In winter many cities ran two hours ahead of their solar time. Mornings stayed dark well into the working day, and the International Herald Tribune reported that the winter of 2011 to 2012 was remembered as the darkest on record. A new law took effect on 26 October 2014 and moved most of the country back an hour.
What was decree time in the Soviet Union?
On 21 June 1930 a decree of the Council of People's Commissars moved every clock in the Soviet Union an hour forward, meant to last until 30 September. It was extended because power stations were overloaded on winter evenings, and a planned return in 1935 never happened. The extra hour, known as decree time, was abolished across most of the USSR on 31 March 1991 and brought back in Russia on 19 January 1992.
What is the time difference between Moscow and London?
Three hours in winter and two in summer. Moscow stays on UTC+3 while the United Kingdom moves between UTC and UTC+1, so the gap narrows when British clocks go forward on the last Sunday in March and widens again on the last Sunday in October. In 2026 that means two hours from 29 March to 25 October, and three the rest of the year.
Do Russian trains run on Moscow Time?
Not any more. Until 2018 every timetable of Russian Railways, apart from the railways on Sakhalin, was printed in Moscow Time, so a departure in Novosibirsk or Vladivostok was listed hours away from the station clock. Since 2018 timetables follow local time, as airports and flights already did.
