Montenegro came to regular summer time in 1983, when Yugoslavia, of which it was then a constituent republic, introduced it. Yugoslavia was the last state in Europe to do so. The time zone database, which gives Montenegro the identifier Europe/Podgorica and follows Belgrade's record for the years before, also shows summer time from 1941 to 1945. The clocks have kept changing twice a year since 1983, through the state union with Serbia and after independence in 2006.
