Tbilisi ran on its own local mean time, 2 hours 59 minutes ahead of Greenwich, until 1924, when the clocks were set to UTC+3. They moved to UTC+4 in 1957. Summer time arrived in 1981 and was kept every year until 2005, though the base hour moved twice in that stretch: UTC+4 with UTC+5 in summer until 1990, UTC+3 with UTC+4 from 1991 to 1994, and UTC+4 with UTC+5 again from 1995 to 2003. What time zone is Georgia in?
Georgia Time, UTC+4, with no seasonal shift. The time zone database files it as Asia/Tbilisi and gives it one offset for the whole country, so a clock in the capital, Tbilisi, reads the same as one in any other town. No part of Georgia keeps a different hour.
Does Georgia change its clocks for summer?
No. The offset has been UTC+4 in every month since 2006, so nothing happens on the last Sunday in March or October, when most of Europe moves its clocks. Summer time was last used in 2005. From late March to late October the gap to Central European capitals narrows from three hours to two, because they move and Georgia does not.
