Azerbaijan does not change its clocks
Summer time came to Azerbaijan with the rest of the Soviet Union in 1981, lifting the clocks from UTC+4 to UTC+5 each summer. As the Soviet period ended, standard time briefly fell back to UTC+3 in 1991 and 1992, and no summer time was kept from 1993 to 1995. It returned in 1996 at UTC+5 and ran every year until 2015. In March 2016 the Cabinet of Ministers ended it for good, citing medical, psychological and technical grounds.

What time zone is Azerbaijan in?
Azerbaijan Time, abbreviated AZT, four hours ahead of Coordinated Universal Time. It applies to the whole country and does not change with the seasons, so the offset is UTC+4 in January and in July alike. The time zone database files it under a single identifier, Asia/Baku.
Does Azerbaijan change its clocks?
No. Azerbaijan stopped observing summer time in 2016, when the Cabinet of Ministers announced that the seasonal change was abolished permanently. The last summer on UTC+5 was 2015. Since then Baku has stayed on UTC+4 through the whole year, and there is no spring or autumn change to plan around.
Why did Azerbaijan abolish summer time?
