What D-8 is and how it works

Although the name fixes the number at eight, the Charter signed at Islamabad on 22 November 2012 opens accession to any developing country in the United Nations sharing common affinities with the founders. Azerbaijan's instrument of ratification reached the Istanbul secretariat on 19 March 2025, three months after the Cairo summit approved its application, and the roster now runs to 9.

The declaration of 15 June 1997

The Secretariat's own account begins a year before the organisation did, at a seminar on "Cooperation in Development" held in Istanbul in October 1996. Necmettin Erbakan, then prime minister of Turkey, proposed cooperation among major Muslim developing countries there, and representatives of Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria and Pakistan took part. The organisation was established on 15 June 1997 by the Istanbul Declaration, issued at a summit of heads of state and government, and the eight states named in the preamble of its later Charter are the ones that were in the room.

The principles printed under the Secretariat's statement of objectives are six pairs: peace instead of conflict, dialogue instead of confrontation, cooperation instead of exploitation, justice instead of double-standard, equality instead of discrimination, and democracy instead of oppression.

The Charter, and the paper that makes a member

The Charter of the D-8 Organization for Economic Cooperation was done at Islamabad on 22 November 2012, drawn up in one original copy in English. Article 27 has each member ratify under its own constitutional practice and deposit the instrument with the Secretariat, and puts the Charter into force on the first day of the month following the arrival of the fifth instrument.

The Secretariat publishes the dates it received them. Pakistan's reached it on 20 November 2015, Iran's on 28 January 2016, Bangladesh's on 20 December 2016, Türkiye's on 23 August 2017 and Malaysia's on 26 September 2019, which is the fifth and sets the date Article 27 describes. Nigeria followed on 7 July 2021 and Indonesia on 23 July 2021. Egypt's instrument is recorded as not yet submitted, and Egypt is one of the founders.

Article 15 makes English the official language of the organisation in all meetings, documents and correspondence. English appears on two of the member records as a language of the country.

What joining takes

Article 3 is the accession test and it is short. A developing country that is a member of the United Nations, shares common affinities and friendly relations with the founding members, and undertakes to abide by the objectives and principles set out in the Charter may apply through the Secretary-General. The Council of Ministers recommends, the Summit approves by consensus, and the membership takes effect when the applicant deposits its instrument of ratification with the Secretariat.

Azerbaijan is the worked example, and the two dates that matter are three months apart. The eleventh summit, held at Cairo on 19 December 2024 under the theme of investing in youth and supporting small and medium enterprises, approved the application. The Azerbaijani parliament passed the ratifying act on 7 March 2025. The instrument reached the Secretariat in Istanbul on 19 March 2025, which is the day the membership began.

Article 4 keeps a second door open. On the Commission's recommendation and by consensus of the Council of Ministers, observer status may be granted to a United Nations member state, to another regional or international organisation, or to a non-governmental organisation from a member state working in one of the priority areas. The Council may suspend or terminate it, and the decision takes effect as soon as the state has been notified.

Withdrawal, under Article 25, needs only official notification of the Secretariat. It takes effect at the end of the financial year in which the notice was given, and obligations already incurred survive it.

The clause that lets a member keep its other memberships

Article 2 provides that the Charter shall not adversely affect the bilateral and multilateral prerogatives and commitments of the members arising from their membership in other regional and international organisations. The member records show what that clause is holding together. All of them file the Organisation of Islamic Cooperation and the United Nations. Past that they diverge: Türkiye's record carries NATO, the OECD, the Council of Europe and the G20; Iran's carries BRICS, OPEC and the Non-Aligned Movement; Egypt's carries the African Union and the Arab League; Indonesia's and Malaysia's carry ASEAN; Nigeria's carries ECOWAS; Bangladesh's and Pakistan's carry SAARC; Azerbaijan's carries the Commonwealth of Independent States and the Council of Europe.

The geography is as loose as the memberships. The catalogue files the members on three continents and across seven of its subregions, and only two pairs share one: Bangladesh with Pakistan in South Asia, Indonesia with Malaysia in Southeast Asia. Five land borders inside the group are borders between members, those of Azerbaijan with Iran and with Türkiye, of Iran with Türkiye and with Pakistan, and of Indonesia with Malaysia.

Decisions in the Summit, the Council and the Commission are taken by consensus under Article 18. Technical meetings may decide by simple majority of those present and voting, and a member that disagrees may record its position or enter a reservation. A simple majority of the members constitutes a quorum for any meeting. The state hosting the Summit takes the chair until the next one, and the Summit meets once every two years in the territory of a member by rotation.

The trade instruments, and what they are waiting for

Three agreements carry the economic part of the work. The Visa Agreement was signed on 24 February 2001 and entered into force on 5 February 2010. The Preferential Trade Agreement and the Customs Agreement were both signed on 13 May 2006 and entered into force on 25 August 2011 and 24 October 2011. The Secretariat's Decennial Roadmap records that the trade agreement took effect on 1 July 2016.

Ratifying it is not the end of the work. A member also lodges an offer list of the tariff lines it will open and a specimen of its customs stamp, and the Secretariat's status table shows those arriving years after the ratification they belong to. Malaysia ratified the trade agreement on 20 July 2006, within ten weeks of signature, and lodged its offer list on 25 June 2013. Bangladesh ratified on 17 November 2017, lodged its offer list on 5 May 2021, and its stamp specimen is recorded as not yet supplied. Egypt has not ratified the agreement, and undertook at the Cairo summit of 19 December 2024 to do so.

The Roadmap puts figures on what the instruments have moved. Intra-D-8 trade was US$15 billion in 1997 and about US$100 billion in 2015, which the document records as 6.6% of the members' total trade, and it sets a goal of at least 10% by the end of 2030. The first roadmap was adopted in July 2008 at the sixth summit in Kuala Lumpur, and the current one was commissioned by the ninth summit at Istanbul on 20 October 2017.

Where the reading is argued

Two names are in use for the same body. The Charter titles it the D-8 Organization for Economic Cooperation, the catalogue and the Secretariat both still write Developing-8, and neither form was altered when the accession of 19 March 2025 took the membership past the number in it.

The founding description and the founding text also point in different directions. The Secretariat's history records the Istanbul seminar of October 1996 as a proposal for cooperation among major Muslim developing countries, and every member record files the Organisation of Islamic Cooperation. The accession test written into Article 3 names no religion at all: it asks for a developing country in the United Nations with common affinities and friendly relations with the founders. Both are in print, and this page settles neither.

Which countries are in the D-8?

Azerbaijan, Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Türkiye. All but Azerbaijan are founding states, named in the preamble of the Charter done at Islamabad on 22 November 2012. Azerbaijan acceded to that Charter and became a member on 19 March 2025, when its instrument of ratification reached the Secretariat in Istanbul, three months after the summit at Cairo approved the application on 19 December 2024.

Why is it called the D-8 when it has 9 members?

The number is in the founding name and the roster has moved past it. The Istanbul Declaration of 15 June 1997 established the Developing-8 with the states that attended, and the Charter of 22 November 2012 kept the form while retitling the body the D-8 Organization for Economic Cooperation. Article 3 of that Charter leaves accession open, and Azerbaijan used it in 2025. Neither the name nor the abbreviation was altered to match.

Is the D-8 the same thing as the Organisation of Islamic Cooperation?

No. Every member record in this catalogue files both, and the two rest on different instruments with different tests. The OIC has a far wider membership. The D-8 Charter admits a developing United Nations member sharing common affinities and friendly relations with its founders and names no religion, while the Secretariat's history describes the Istanbul seminar of October 1996 as a proposal for cooperation among major Muslim developing countries.
